Five local communities supporting Navy and Marine Corps installations have received a total of $11.2 million in infrastructure construction grants through the Defense Community Infrastructure Pilot (DCIP) program. Office of Local Defense Community Cooperation (OLDCC) for fiscal year 2022. This competitive program helps states and communities fund infrastructure projects that enhance the military value and resilience of facilities and improve the quality of life for service members and families.
“The Department of the Navy is constantly looking for ways to partner with local communities,” said Meredith Berger, assistant secretary of the Navy for energy, installations and the environment. “Thanks to these investments in infrastructure, we all benefit. We are increasing our resilience, mitigating the impacts of climate change and improving the quality of life for our military families and the local community.
A total of $90 million in DCIP grants have been awarded to 19 installations in each military branch of the Department of Defense. These awards come from funding earmarked for fiscal year 2022 and leverage an additional $98,882,912 million in non-federal and federal funding for a total investment of $188,579,140 million.

The OLDCC has awarded DCIP grants to the following five defense communities near Navy and Marine Corps installations:
Marine Corps Base Camp Lejeune: $2 million to Onslow County, North Carolina, to support Marine Corps Base Camp Lejeune to rehabilitate the runway at Albert J. Ellis Airport, restoring its original surface and carrying capacity. This project will benefit travel to and from Marine Corps Base Camp Lejeune, Marine Corps Air Station New River, and Marine Corps Air Station Cherry Point.
Mayport Naval Station: $596.5,000 to the City of Atlantic Beach, Florida, in support of Naval Base Mayport to support the construction of a new water main to improve capacity and pressure for consumers directly adjacent to the facility and allow future connection to the facility, providing water supply redundancy.
Philadelphia Naval Dockyard Annex: $1.043 million to the Philadelphia Industrial Development Authority in Pennsylvania to support the completion of an east-west connection for the Philadelphia Naval Shipyard Fiber Optic Network, enabling control and direct and secure monitoring of every substation in the power grid, as well as other security enhancements.
Naval Air Station Fort Worth Joint Reserve Base: $1.27M to the City of White Settlement, Texas to support Naval Air Station Joint Reserve Base Fort Worth’s construction of new drainage system improvements to prevent flooding in existing residential areas, protecting the nearby naval facility as well as an adjacent Texas National Guard facility and industrial properties.
Naval Weapons Station Yorktown: $6.28 million to the City of Newport News, Va., in support of Naval Weapons Station Yorktown to support improvements to Harwood’s Mill Reservoir Dam, increase flood protection and ensure a reliable water supply.
